5/14/08: The budget negotiations between Governor Pawlenty and legislative leadership fell apart last night. In response, the DFL quickly passed its education finance bill. The bill takes money from the governor's Q-comp program and puts it on the regular education formula. The bill passed the House 97- 35 and the Senate 55-10, margins large enough to override a governor's veto. There was no movement on the tax bill and no floor sessions are planned for today.

5/12/08: The House-Senate tax conference committee finalized their report on HF 3149 early Monday morning. The report contains a $55 million increase in LGA with several changes in the formula. Click here to read more about the formula changes and the impact on your city.

The report also contains a one year levy limit. The limit is higher than the governor's proposal, allowing for growth in the levy due to inflation for local governments, household growth and 50% of new C/I construction market value. Click here to see the levy limit language.

The report also contains local funding for the Mall of America that does not impact LGA, the House's proposed changes to direct property tax relief and no moratorium on local option sales taxes.

5/6/08: The House passes a $50 million increase in LGA, but not before adding "triggered" levy limits. The House tax bill has no levy limits for 2009, but cities can "trigger" levy limits in 2010 if they collectively raise their levies too high in 2009.
